- Bring 1 1/2 cups of water to a boil in a heavy pot over medium high heat. Add in potatoes, onions and salt. Cover and reduce to a simmer for 15 minutes or until the potatoes are soft.
- Add in milk and bring to a simmer, not a boil.
- Add in celery seed, pepper and butter.
- Make the dumplings: In a small bowl, whisk together the beaten egg and flour until smooth.
- Drop dumpling mixture into the soup 1/2 teaspoon at a time. Simmer for 5 minutes. Remove from heat and sprinkle with parsley.
- Serve and top with your choice of toppings.
